Vancouver Police say high risk sex offender Randall Hopley has likely cut his hair and changed his appearance to evade capture on a Canada-wide warrant for his arrest.
The convicted child abductor removed his electronic monitoring bracelet and failed to return to his halfway house Nov. 4.

“Hopley is likely traveling on foot, wearing a hat and using cash to pay for purchases. Anyone who sees him should call 9-1-1 immediately,” said VPD’s Tania Visintin Friday.

Along with releasing more photos of Hopley police said they found what they believe is a cart he had been carrying near Main Street and East 8th Avenue.
“These additional photos show how Hopley appeared on November 4, before he left his halfway house and removed his electronic monitoring bracelet,” said Visintin.

There are 18 full-time investigators on the Hopley case and they are looking into over 80 tips and searching for him in locations he is known to visit.
Investigators said Hopley will likely be wearing different clothing and will have made attempts to change his appearance and hide his face while in public. He also may have cut his hair.
Hopley is believed to be paying cash and frequents dollar stores, sewing supply stores and Walmarts.
“Hopley is 5’9” with dark short hair and brown eyes. He was last seen wearing a black baseball hat, black pants, and dark blue running shoes with white markings and soles,” said police in a news release.
“He has a dark birthmark or mole near the hairline on the left side of his head. He was last seen wearing a black fanny pack and a red lanyard with a plastic sleeve at the bottom.”
