U.S. President Joe Biden said he will travel to Vietnam “shortly” and that Hanoi is interested in elevating its relationship with the United States and become a major partner. China received positive reviews from European negotiators for its “constructive” role at a two-day Ukraine peace conference held over the weekend in Saudi Arabia. Beijing’s participation is widely seen as slight to Russia who was not invited to attend the discussions. (FINANCIAL TIMES)
