Queensland Ambulance said paramedics were responding to a “significant incident”.
A spokeswoman said about five ambulances were deployed to the scene.
Helicopter footage from 9News showed multiple emergency personnel tending to the wreckage of one of the aircraft.
Mr Ready said the investigation was still “at its infancy”.
He said the two people who died in the crash had yet to be identified, and the loss of life was “devastating”.
Queensland Fire and Emergency services said three trucks were deployed to the scene, however crews were not required to extinguish any flames.
One crew has since left the crash site, with remaining staff working to ensure the scene is safe.
