Of the firm belief the tower’s unintentional lean was a national disgrace and an inappropriate symbol for Fascist Italy, he ordered hundreds of holes to be drilled into its base to be filled with grout and mortar. However, this created an even heavier base, causing the tower to lean even more than it had before.
