The Ministry of Home Affairs recently held a meeting of of multi-agency centre (MAC), a common counter-terrorism grid, and sought details of specific instances of radicalisation in mosques/madrasas in Pakistan, misuse of NGOs and civil society organisations to raise funds for terrorist purposes in Pakistan, sources of mobilisation of funds from Pakistan to the cadres of terror outfits from Afghanistan, Pakistan and PoK, it is learnt.
The meeting of MAC, which functions under the intelligence bureau, last month was attended by senior officials of Military Intelligence, BSF, National Investigation Agency, Intelligence Bureau and Research and Analysis Wing (R&AW). “They were directed to find out the details of safe houses of Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Al Qaida and Islamic State of Iraq and the Levant (ISIL)-associated groups in Pakistan, along with the details of Pakistan nationals who perform/have performed command roles in various listed terror groups targeting India and Afghanistan and their link with ISI,” an official said.

A senior official of the intelligence establishment said they had discussed several issues in the meeting and shared multiple security-related inputs with each other. “It was directed by a senior official of the intelligence establishment in the meeting to all the officials to get all the details related to Pakistan. They were directed to find out all the instances of meetings with the leaders of Al Qaida, Taliban, ISI or their handlers, emerging operational and strategic alignment among these vectors,” the official said.

“The officials of all the agencies were directed to find out details of the extent of relationship/links between different Pakistani agencies, madrasas, clerics, NGOs, and various terrorist groups targeting Afghanistan and India. They were also directed to get the specific details on link between Tehrik-e Taliban Pakistan (TTP ) and Jamaat-ul-Ahrar (JuA) with Pakistani establishment and details on collaboration between the leaders and cadres of AQ, LeT, JeM, Haqqani network and Taliban,” the official said.
Another official said the purpose of getting the details was not clear, but they were told in the meeting to send all the details to the Ministry of External Affairs in the coming days. The officials indicated that they were collecting details to expose Pakistan at a global platform. “All the stakeholders were directed by the MHA to find out about potential areas for recruiting cadres in Pakistan/Afghanistan along with the details of vulnerabilities of the population which could potentially be radicalised/recruited,” the official said.
In the meeting, an official said they were also directed to find out the instances and attempts of movement of cadres, details of transit routes of LeT, JeM, and other AQ, ISIL-associated groups from Afghanistan. “They were directed to get details of sources of mobilisation of funds from Pakistan to the cadres of LeT, JM, and other outfits, associated groups planning or attempting to commit terrorist attacks in India and Afghanistan, modes of fund transfer and disbursal to the cadres and the role of ISI in coordination,” the official said.
