Chaotic arrests at Kamloops city hall shared on social media: RCMP

Police in Kamloops made several arrests and collected possible evidence of drug trafficking earlier this week while trying to deal with a crazy scene in front of city hall.

On Monday at around 6:30 p.m., a Kamloops RCMP officer spotted a man in a white vehicle in the city hall parking lot yelling and swearing at a woman standing there with her dog.

The suspect got out of his car and, concerned the situation was escalating toward violence, the officer put himself in a position to intervene.

The man was arrested for causing a disturbance, but “the suspect allegedly resisted and handed off a bag to the woman with the dog,” said RCMP Staff Sgt. Kris Clark in a release Thursday. The man was then handcuffed on the ground.

While making that arrest, the officer noticed another woman sitting in the vehicle, who appeared badly injured with blood on her face.

The Mountie knew there was an investigation underway after a woman had been shot earlier in the day, and surmised the two incidents might be linked.

The first woman moved to leave with the bag and the officer tried to stop her, figuring the bag might be potential evidence.

But when he tried to seize the bag, “she allegedly positioned her dog between them, causing it to bite the officer’s holster,” said Clark.

As he tried to arrest her for potential obstruction, “she reportedly continued to back away and position her dog between herself and the arresting officer.

“The dog continued to act aggressively toward the officer, prompting him to draw his service pistol before a passerby, who seemed familiar with the dog, took custody of it.”

When he tried to cuff the woman, she allegedly continued to resist and knocked the handcuffs under a nearby picnic table, said Clark.

“The officer maintained control of the woman and retrieved his handcuffs while (a third) woman continued to film and taunt him.”

The injured woman was medically assessed on scene but was uncooperative about what had happened.

The chaotic scene was shared on social media, leading to online speculation about how police handled the situation.

“Our officers face countless risks every day and make spilt-second decisions, often based on extremely limited information,” said Supt. Jeff Pelley, officer in charge of Kamloops RCMP.

“It’s important to understand the full circumstances of any incident, rather than rely on a social media video that may not provide complete context.”

Police seized just under 30 grams of suspected fentanyl during the arrests and nearly six grams of suspected methamphetamine, as well as smaller amounts of cocaine and crack cocaine.

Clark said the man is known to police and both he and the woman with the dog were later released. No charges have been laid.

The investigation continues, but it appears there was no connection to the earlier shooting.
